We have users who have upload a .eml file to a Jira ticket and another user is not able to download that file. You click on download and nothing happens.
In chrome browser i cannot download the file, even on the top right corner there is cloud download icon, when clicked i cannot download the file.
I'd be interested in which browser you actually use. I found a (somehow) related bug but I don't think this is a match as it explicitly mentiones Internet Explorer.

Interesting.. Reproduced on all type of browsers? Is this only affecting one specific user (others can download) or everyone? Are you an admin? Anything in the logs (not sure if you are using Cloud or On-Prem). Could you please clarify?
