I have set up a new Jira Ondemand but I don't have the option to set up a SMTOP server and NO user except admin are receiving issue notifications. Any help please

Every OnDemand instance comes with a pre-definded SMTP server configuration (access to this configuration is restricted to Atlassian), and this should work out of the box. I'd suggest you to check if notification schemes and configurations are set up correctly in your instance.
