Do user properties automatically display on a JIRA Issue creation page?

Suppose adminstrator created some user properties like mobile number, dob properties and some resigtration number, so here the big question is :

Will this properties shows on issue creation page while user create issues ?

Have a look at this plugin , you might find it useful

On the issue creation page, only the fields on issue will be shown. User properties can be seen only on user profile.
