Convert Issue to Sub-task tasks missing

When converting issues to sub-tasks sometimes some tasks can't be found in the "Select parent issue" search balk, even though these tasks are otherwise visible in the board and can be found by the issue navigator. I've seen this happen regardless of whether the tasks are in the same epic or in the same sprint. What are possible reasons that some tasks don't show up in the "Select parent issue" search balk?

This time this was user error because I've searched for the issue number without the project name, so it's possible this was my problem all along. Since I can't reproduce this problem, I'll just close the question, sorry for the spam.
