why is localhost:8090 placed everywhere in the examples..
To be precise , want to develop simple android app , which creates the issue .

This is the address of the JIRA instance. I guess it's placed everywhere because the examples were made using a local JIRA instance running in the :8090 port.
what should a typical url look like ? I mean at production level..

A "typical url" is a url. To standard. I'm not sure what more we can tell you. http://hostname/rest/jira/2... is a typical url, if your server is called "hostname" and it's running Jira on port 80, or is proxied to be presented on that address. Replace that with your actual server name and port if needed.
