The organization administrator of our organization has resigned (e14933201@gs.ncku.edu.tw) , but no one currently has the authority to delete him and change the email of the new administrator of the organization. How should we deal with this issue?

If there is no other Organization administrator in your organization, I suggest contacting Atlassian Support for assistance.
As a side note, it is recommended to have at least 2 accounts assigned with Organization Admin permission.

C lick on the Gear box, next click on User management.
Start for the user.
Click on inactive user.
Then for adding new user,
Click on add user, with user details.
