wondering if there would be anything useful from log files (starting with atlassian-jira.log) when you try to open that page - you could check them with your System Administrator.

One guess would also be that an App is causing it. Using UPM you can (better be done outside office hours to not disturb users) also switch your instance to safe mode to see if it gets better with temporarily deactivated Apps.
Did it come out of the blue or did it never work?
Is the same happening for other users, on other browsers?
Is it also happening when you view a profile of a co-worker?
