Not retrospectively. JIRA doesn't log the creation date of a project at all, the best you can do is an educated guess based on the project id, the first issue creation and the ages of the projects around it.
If you enable the admin audit logs, then they will date "project created" for you, but they aren't retained forever and they can only trap the creations from the point they were enabled.
