Can we have a shared account for user provisioning requests? Our JIRA specialists says JIRA doesnt have that capability is this true?
at the moment all the provisioning requests goes to one person and if that guys is on leave we are in a deep trouble. Is there is a solution for this?
You can't have multiple assignees (short story - in real life, it doesn't work. In JIRA, Atlassian are not going to implement it)
There are plenty of options though. Include a "group assignee" as an explicit group picker, set up a dummy shared account that has an email address that is actually an email group, have multi-user picker fields where you can nominate several people.
None-user based solutions could be an option too. Create a filter that will find "all outstanding provisioning requests" to begin with. Then get the group who are supposed to handle the requests to create a shared dashboard that displays the filter, and have them all use it. Subscribe them to the filter so they get a regular list of outstanding issues. And so-on
One other helpful trick - if you do go down the route of a "user picker" field of some sort, you can limit the selection of the users in that field to a role in the project or a group. That does work well for some support type projects I've set up in the past.

You can have a single account where several people know the username and password. As far as JIRA is concerned it's just a standard account. If you need notifications to go to a number of people just set the email address to a mailing list address or email addressable distribution list.
The downside of a generic account is you have no audit trail of who did what as you have a group of people all using the same username.
