I have created WBS Gantt chart in excel and want to import it to Jira WBS Gantt chart so that I do not need to recreate it in Jira WBS again.
But when I click 'Data', there are only 4 options as below (which there is no option for importing excel):
1. Export Excel
2. Export Excel (Legacy)
3. MS project export
4. MS project import

If you want to import data into Jira, you should look for the external data import function(s) rather than export (which is intended to pull data out of Jira instead of into it).
Jira does not support direct imports from Excel, but it does support csv imports instead. You'll have to convert the raw data from your Excel Gantt chart to csv format, including the titles for the items on the chart and obviously start and end dates and use the csv import to get that data into Jira.
Follow the instructions in this support article on how to import data from csv to make sure your source data is structured the way it should for a successful import.

Referring the instruction you suggested, it says I need to choose 'System' but I was not able to find it and only could see 'projects'. Is this because of my authority or could you please explain again how I could get to the button?

Yes. that system import requires Jira Administrator permissions.
