If you are experienced with JavaScript you could write a web resource plugin module and bind this only on the project summary page. You would need to define a web context jira.browse.project as described at https://developer.atlassian.com/display/JIRADEV/Web+Resource+Plugin+Module#WebResourcePluginModule-WebResourceContextsinJIRA . Alternatively you could add your javascript in the announcement banner, something one always can do to quickly prototype a solution.
