You would need to add a status like Assigned, so that the person who opens the issue could transition to the status and be assigned to the ticket.
Otherwise, you would need to use an app to implement your requirement. And it is a bit complicated. An issue can be opened in multiple ways in Jira.
Agree and it is worth noting that a user isn’t really “opening” an issue but simply viewing it. The subtle difference here is that viewing isn’t an event that can be used to trigger any action. You need a transition to trigger an action.
