I understand that there is an option to import CSVs into Jira but was wondering if there are any other tools or options for those who are less technically inclined/much quicker than updating every sheet's formatting to have it import correctly.
Would the Jira Cloud Migration Assistant apply in this situation?

I think the Jira Cloud Migration Assistant only really helps with migrations from different instances/versions of Jira rather than apps outside of the Atlassian ecosystem.
Hopefully I'm incorrect and someone else has a better solution as it sounds like the CSV method isn't your favorite!
On a side note if you are looking for an app that has some similarities with Smartsheet, but has a free two-way integration with Jira (not a horrendously expensive one...) then you should try my app Visor:

Below is an example of a spreadsheet/table view in Visor, with (as you can see) connected Jira data.
In this case, you could import your CSV into Visor, arrange it into a Jira ready (nested) format and then sync it into your new Jira instance. I'm not 100% sure that will speed things up for you but it might help.
Besides if you want to add some additional functionality (spreadsheets and Gantts for example) to Jira then Visor is worth a try (and we have a free trial too!)
