Are JIRA comment IDs unique within a JIRA instance?

I assume that JIRA comment IDs are unique within a particular JIRA ticket, but are JIRA comment IDs unique within the entire JIRA instance as well?

Yes.

That's a short answer, the underlying structure is that all comments belong to a single issue, and are objects containing a block of text, author, dates of create and update etc.  The uniqueness that gives them is not what makes them fully unique.  There is a simple number in a table that is not tied to anything on the comment or
