The interface used to have all of the useful actions across the top of the page. The new interface has them split into "+Add" and "Apps". None of our users know why some items fall under "+Add", and others fall under "Apps". For instance, we use Checklist plugin, and every one of our users reported not being able to find the app because no one cares that it's a plugin. They want to "Add" a checklist to an issue, so they look under "Add".
At the very least there should be a way to switch back to the old interface.
