I see this floating comment box has been added recently and it is really annoying
Not only does it take up real estate on the page when 90% of the time I am interested in the ticket content not comments, it has also introduced a bug whereby clicking in it when I do want to write a comment, the page focus is wrong and only shows half the comment box so I have to scroll down to get to the Save button (2nd screenshot)
and these 'quick notes' seriously who writes comments like 'looks good' and 'this is on track' in comments?

There are many posts in the community about that "feature" since it was introduced. It is called smart replies, and your Jira Site Admin can disable it for everyone in the system settings:

I have turned it off 🥳
but notice that Add a comment still floats at the bottom of the page - was that here before? I don't remember it but it is slightly less obtrusive
the page focus when clicking on Add a comment is still buggy
But at least I can turn off the silly so called 'smart' replies

That one also appears part of the evolving UX changes, and there are many community posts discussing it...including when it can get "stuck" on the backlog views. I believe it has been appearing / disappearing in the design for at least 4 years.
The box appears "floating" over other fields whenever the comment history is not yet visible on the page. And so the box vanishes when one scrolls down far enough. Seems like someone's interpretation of a "responsive" UX.
