Additional hierarchy levels in JP without JIRA issue type associated?

Is it possible to create JP 2.0 (live plan) backlog item without having it associated with issue type?

No, additional hierarchy levels need to be associated with an issue type - the live plan architecture relies on loading actual issues dynamically from projects and store them there (expect for temporary, uncommited changes made in the plan)
