Adding a Workflow on an Active Workflow Scheme

Is this still true (adding a workflow for an Active Workflow Scheme) for version 4.4.4 or 5.0

You should copy the old workflow scheme to a new one, add the new workflow in to the new scheme and modify the project to use the new scheme once ready. The changing of workflow scheme needs a migration of issues which will be prompted by JIRA.
