API Key created cannot access most Jira User email addresses

I created an API for a new vendor from my user account which is an org admin for Atlassian.  The vendor needs access to the user email addresses but it can only see 2 our of 342 users.  I have tried almost anything I can regarding user permissions, group permissions, administration security and directory options and I cannot figure out how to get this allowed.  My user CAN see the email addresses when i go into the manage users tabs.

So why does the API Key that I made not have access to retrieve the email addresses?

no they did not - i can ask for it
