I don't really know what is the problem, but i have some assumptions.
Maybe you're getting this error because Atlassian stands with Ukraine. If you're outside of Russia and Belarus, make sure your account is registered with a non-Russian/Belarusian email domain and that your internet connection is not routed through Russia or Belarus.
