I would like to add the "add comments" permission only for ticket watchers, but I don't see this group in the permissions system configuration; Is there a way to do this?
Not that I know of unfortunately. At least not natively.
The watchers of an issue are not added to a group or field so you can't access this information on the fly. You could potentially find the watcher through the api
