Buk Change Global Permission also set for the user.

This was working prior to New JIRA UI Change

Same problem here. The help docs don't seem to have been updated for the new UI, so they just describe how to do it the old way which no longer works

They've hidden it in the Issue search page, where the Bulk edit is:

I don't know if maybe JIRA is just having an off morning, but that option no longer appears there for me jira import.PNG

Try to click on "+" to create issue. They added a button there - see screenshot
