Is it possible to make a Template with a Attackmant thats then also in the createt issue?
Or can you Clone an Issue that acts like a Template?
Like if you create an new Issue that the Template issue is just cloned.

If I understand correctly, you’re trying to clone an issue from a templated issue, right?
In that case, I can suggest creating a template project with your templated issues and then trying our app Elements Copy & Sync that allows you to clone and sync a full hierarchy of issues with all their content (summary, description, custom fields, comments, attachments, etc).

Not completely following your question - but the answer is probably yes. First, you can create a base Company-managed project that has all of the configurations that you like. Save that project. Then when you create new projects that you want to use that as the template, create the project based on an existing project, and choose that "template" project.
As far as the issues being created, you can create an automation rule that creates issues when certain categories of projects are created.
