Hello @Heather Driscoll
Welcome to the Atlassian community.
When you say "accounts" are you talking about the user accounts for individual people?
Are you talking about combining two discrete copies of Jira, each with their own projects and users, into one instance of Jira?
If the latter:
1)We have two Jira cloud instances and one Jira Server instance.
2)We would like to combine all of them under one Jira Cloud Instance. Ideally, we don't want to create a whole different instance. We would like to keep one of our existing Jira cloud instances as the base for all of the combined projects.

This page discusses methods for migrating from self-hosted to Cloud, and it is possible to migrate the data into an existing Jira Cloud instance.
