I wanted to create a JIRA site for my department with divisonal structure and I understand that there will a monthly subscription involved. 

Kindly advise how I should go about do it, thanks.

I don’t know what you mean by divisional structure. But if you wish to stand up a cloud instance it is quick and painless. Simply go to atlassian.com and choose the product and try for free. It will walk you thru the process.
