regarding notification schemes

Whenever a user adds a comment in a particular ticket mail should be sent to the user, even if the user is a non-user /non-integrated.

How to do the above operation?

Hello @Sekhar Chandra 

If the user doesn't have access to issue then sending the notification to the user will be a security flaw hence notifications takes into project permissions.
