one single issue not for everyone

how about one issue (ABC-123) can only be seen by a group of users ?

I do have a field including these users in this issue, can I use that field to control the access of this issue at all ? 

 

users for example EAST, WEST  two users can access ABC-123, where there is a field including these two users EAST and WEST, assignee would be EAST for now.

Yes to most of this, if you define an "issue security scheme".  (The last clause "assignee would be East for now" doesn't make any sense, so I've ignored it)
