When scheduling in Portfolio, how do you include fabrication wait times and associated dependencies

If I have issues that should start ass soon as parts are back from being fabricated, how do I incorporate wait times? The tool wants to assign a team member to the task and take up available hours. I could assign an issue to a placeholder/fake team member, but that seems clumbsy. What other options are there?
