It is tiered, and you need to go to the next tier.  That's 500 for Cloud, or 250 for Server.

On the main page of the website it looks like there is the ability to purchase in increments of 10.  Is that not a possibility for the cloud?

I'm afraid you are misreading the pricing page. The number boxes are not for adding sets of users, each one is a tier - the maximum number of users you can have for that tier.
