Unable to pick my team members in customized filters.

Issue 1 : In the reporter filter i couldn't see my team members of my respective projects.

Issue 2 : Unable to provide the permissions of my saved filter to my team members (as they are not visible in my list)

Issue 3 : Unable to add my team members as Watchers (As they were not visible in my list)

There are three things that a user needs in order to be able to be added as a watcher:

1. Access to the application
2. Access to the project (via the project's permission scheme)
3. You need to have the ability, through the permission scheme, to add watchers

It's pretty clear that you have the permission to add watchers, but you'll want to check the other two. My guess is that, if you determine the reason why the users can't be added as watchers, it will be the same reason why you can't add them as reporters or give them access to your saved filter.
