We have a transition that is occurring when a BRANCH is created that is linked to a JIRA issue. In our workflow, a JIRA issue will move from TO DO -> In Progress when a developer picks it up to work on their local machine. When they open a branch, tied to this same issue, it automatically transitions the issue back TO DO.
We've tried and failed on finding where this transition is configured as it is causing headaches and confusion as it's skewing our TO DO versus In Progress tasks on our board.
Any thoughts/guidance is appreciated.

Based on your description, sounds like there's a trigger on the transition to To Do in your workflow. If you edit the workflow and there's an All -> To Do transition, just click on the transition to verify this. There will be a number next to Triggers if there are any configured.
Here I've got the Branch Created trigger configured:
You can disable the trigger on this second screen. To the right in the Actions column, there will be a little grey x to disable it.
