There are not 10 users, but they are being processed as 10.

Even though there are actually 6 JIRA users instead of 10, I keep seeing a Standard upgrade request saying that the number of Free users has exceeded 10.

When looking at user management, I confirmed that it is displayed as 6 people.

What else should I check?
