The issue of creating a user after migrating from Cloud to Data Center

I've set up a clean data center for migration from Cloud. All settings are standard. The backup was uploaded without any issues. I followed this guide - https://confluence.atlassian.com/adminjiraserver/migrating-from-jira-cloud-to-server-applications-938846963.html. The problem is that I can't log in as a user. It shows an error with Log's referral number: 3e0a0cfb-e247-43c3-80e3-7b24766ae780. According to the manual, there is a user. You can log in with it, and it's an admin, but I can't create a new user and assign them rights (the button simply isn't there). Username: sysadmin Password: sysadmin. Also, if I do it through admin recovery, the situation doesn't change; I can't create a new user. Where's the button? Only Internal connection is installed, and there are no others. There are no errors in the logs, and it's not entirely clear what to look for there. In the health check, there is such an error - https://confluence.atlassian.com/jirakb/connecting-jira-to-crowd-throwing-applicationpermissionexception-301662474.html?utm_medium=logScan&utm_source=STPl , but I don't have Crowd. Perhaps it thinks that Atlassian Access was set up in the cloud, and somehow this affected it. Has anyone encountered this?

@Kyrylo Kliushev, can you check to see if external user management is enabled in your system configurations?

He was turned off. But I was able to find a solution to my problem.
