Share a subset of a JIRA ticket database with specific users, without sharing the whole thing

We have been using JIRA successfully for internal issue tracking. Recently we contracted with an outside vendor to develop an application for us and we are now in the process of testing it. We would like to report bugs and issues to them (and have them respond to us in JIRA as well) using our JIRA account but we only want to share the issues that pertain to them, not our entire issue database.

I guess what we want to do is set up a parallel issue database for this use only, and invite the outside developers to that. Or, really, anything that accomplishes our goal.

We can't figure out how to do that; any and all suggestions welcome!

Jira Issue level security would be the way to go. 
You will then have two levels, internal (default) and external.

The internal security level will only be accessible for internal users, the external would be available for both, internal and external.

Or if this does not work for you, you can have two separate projects and use the issue links to add correspondence between the bugs in your project and the bugs in their project. You will have to make sure that the external users can only browse their project.
