I have not found a way to set the default issue type.  Currently, `improvement` is the default and thus most issues get set that way.  I wan't to set `story` as the default so that it is at the top of the list and the first option users see when creating issues. If they do not change the issue type, it will get created as a `story` issue.

@Stephen Wille

  1. Go to 'Jira Administration' > 'Issues'
  2. Find your 'Issue type scheme' associated with your projects
  3. Click 'Edit'
  4. Find the 'Default Issue Type' field and set to 'Story' instead of 'Improvement'
  5. Save the change

That should do it, please keep me posted!

Thanks
