The Standard vs. Premium plans apply to the entire Jira instance and all the users that are licensed for that instance.
It is not possible to give just a subset of the users access to the functionality available with the Premium plan, while limiting the remaining users on the same instance access to only the Standard plan functionality.
Can you tell us more about the problem you are trying to solve, or the concerns you have with upgrading the instance and all 100 users to the Premium plan?
