yes, but it is a little bit tricky.
You have to set a workflow condition to your workflow transition. But you can only set a condition for a group or a project role (User is in group / User is in Projekt role). There's nothing like "User is".
So you have to define a group, call it "User ABC", add user abc to that group and then set the workflow condition to "user is in group ABC".
I suggest project role. That way the project lead can manage who is in the role. Actually naming an individual user violates all kinds of best practices.
