Limit for tickets <= 1.000 tickets, for being shown browser based as well as for the excel export??

I recognized that the browser based view for a JIRA ticket list is limited to max. 1.000 tickets.

The filter result shows more if existing (just the value on top) but the page (higher then 20th page) does not upload the content. Also if I apply an Excel export for all filtered results (>1.000 tickets) it just list up max. 1.000 lines within the Excel file.

Is this really based on JIRA architecture or is this a matter of license category or local PC capability?

You will have to pull issues back in pages.  You can use the following to get issues in blocks of 1,000.  Append the following to your URL &pager/start=1000.

Example: https://<instance name>/sr/jira.issueviews:searchrequest-csv-all-fields/temp/SearchRequest.xls?jqlQuery=&tempMax=1000&pager/start=1000
