Is there any way to directly upgrade Jira version from 7.13.1 to 7.13.5 instead creating separate server for 7.13.5 and restoring database to it from 7.1.3.1?

Hi @Santhosh Pannala  and welcome!

Atlassian calls 7.13.5 a bugfix release for version 7.13.  Bugfix releases are roll-up and can be installed "in-place".  It is a good idea, though, to perform a full backup of the instance before applying the new code, just in case.

You can upgrade existing Jira 7.13.1 to 7.13.5 straight away. If you run the installer, you have an option of upgrading existing Jira. Remember to take a backup of existing Jira file system and database, before proceeding for an upgrade.
