JIRA: user and project avatar failed to show

After a restart, almost every project and user avatars failed to show on my Jira Server.

Tried solution in:

https://confluence.atlassian.com/jirakb/custom-avatars-missing-after-a-jira-application-gets-upgraded-or-migrated-224395280.html

But it doesn't work. Avatar files in <JIRA_HOME>/data/avatars are fine. Data in avatar table of the database is also correct.

Uploading a new avatar won't help.

Trying to load it from the browser would get a broken image. Clearing site data or changing browser did no help.

wget would get the correct avatar image.

I tried both background indexing and locked indexing,  neither of them solve my issue.
