You can share articles with customers and they can read the artciles within the helpdesk. Hence they have read access without requiring license.

if you mean unlicensed users and not the customers, you can refer to this Guide to link Knowledge Base to JIRA Service Desk for unlicensed user
If you just mean the customers through the portal, here are the relevant Confluence permissions
