Hello Atlassian Community.
We're currently testing the upgrade process to JIRA 7.3.8 and during our tests after the upgrade, found that the Share issue button is not present on the view issue screen, which is supposed to be next to the Export button.
Is this button disabled by default or is tight to some permission? i checked our Global Permissions settings and the role my user is has the corresponding permissions.

With the help of Atlassian Support we found the issue. the problem was caused because there was a module the Atlassian JIRA - Plugins - Share Content Component that was disabled or for some reason was not starting up. When i re-enabled that module the Share button appeared on the view issue screen again.

The permission needed for share an issue is the Global Browse Users Permission.

But we already have that permission set. We even have it to Anyone. See attached:
