How to change default date/time format via transition screen?

So I was able to change the date/time format on the issue, but I notice that every time I went through a transition, like "approved" where it request the user to enter approval date, teh date field would default to the following format: dd/mmm/yyyy - when I want it to be mm/dd/yyyy. Is that a field configuration I should be changing (i didnt see it so far) or a properties file?

It was including the period at the end. Try again now.
