How to add people to JIRA server

I have setup a JIRA server on my computer. I have comcast as my internet provider. I would like to add people to my project I created. Does anyone know how to setup JIRA so I can invite people to use JIRA? I am wondering what to add for configuring my JIRA server so I can send email invitations out

Dear @Andrew Chung ,

this is a built-in functionality. As Admin, goto "User Management" and click on "invite users" button.

I could see the button but I am still having a problem. I have to come back again to explain more clearly what the problem is. Sorry about that. I am a new user.
