How can I write an system email to all users, e.g. to announce something?

Jira sends email on his own, on changing or creating issues etc. But how can I as admin write an system mail from jira with my text. E.g. for announcing things concerning jira or to ask the users to change their password.

Use the Send E-Mail option under Administration > Mail.
