How can i make my jira project read only so it cant be moved or migrated.

Hi @[deleted] ,

You should change the Permission Scheme so that no users have permissions other than Browse Project. Remove the users except for the group Administrators from all other permission line items.

What if we want to make it read only for administrators too? Administrators sometimes creates tickets in old projects by mistake. We would like to be able to stop this from happening, but a permission based solution is useless for admin users.

Yes, all of that is controlled by the Permission Scheme. Just takes the administrators permission off of the Create issue permission in the scheme.
