How can I have a different create issue screens for 2 projects?

I seem to have it working on one project, but not on the other. The screen changes when I change the project, but it is not the screen I told it to use.

Verify the screen schemes you use and amke sure it has the right issuetype screen schemes and screens.

When I go to associate an issue operation with a screen, the create issue is not an option as it is already being used.
