Configuring SSL I get - Could not establish trust for the CA reply. The import cannot proceed.

I have a local CA on a windows server. When requesting a cert using the CSR generated in 

Portecle I upload the root CA as described then try importing the CA reply and get - Could not establish trust for the CA reply. The import cannot proceed.
