No.

The only thing that you could do would be to post links to the files in the description or comments, but it would not take over the built in attach functionality.

Thank you for the answer,

Can we store our attachments in our data center and then paste them into attachment section within issue? Is there any automatic way to do it, or do we have to do it manually one by one?

No. As I said you cannot do that with the built-in attachment function, that will store it with Atlassian.
