Can Jira send notification email based on custom field value updated without a plugin?

I would like to set up a notification scheme that uses the selections of a single select drop down to send a notifications to a group based on that selection. Can this be done without a plugin?

@JD Lobue I believe this can be only done without a plugin, if you edit this custom field on a particular transition in your issue's workflow. This transition will fire a custom event (which you you will have to define/create in the post-function of this transition). This custom event and corresponding target group (to which notifications need to be sent) also needs to be defined in project's notification scheme.
